Summary of the Strike Everything Amendment to SB 1440

 

Overview

Appropriates $740,000 from the state General Fund (GF) and 6 FTE positions to the Arizona Department of Water Resources (ADWR) in FY 2020 for personal services and employee-related expenditures.

ADWR was established by the Legislature in 1980 and oversees Arizona's surface water, groundwater, dams and reservoirs. The Director of ADWR has general control and supervision of the groundwater and surface water in the State (A.R.S. § 45-103).

ADWR's operating budget for FY 2019 includes a total of 139 FTE positions and $7,161,400 for personal services and employee related expenditures.

Provisions

1.       Appropriates a total of $740,000 from the state GF to ADWR in FY 2020 for personal services and employee-related expenditures as follows:

a.       $200,000 to award a contract to outsource ADWR's document digitization;

b.       $300,000 for two groundwater flow modelers; and

c.        $240,000 for four geographic information system and outreach staff members. (Sec. 1)

2.       Adds 6 FTE positions to ADWR. (Sec. 1)

3.       Requires ADWR to submit a report on appropriation expenditures to the Governor, Speaker of the House of Representatives and President of the Senate by December 31, 2020. (Sec. 1)
